Can soemone explain what's happening here please?

Ok, I'm just getting back into civ4 after about 3 years or more off and I'm pretty experienced (playing on Immortal) but I haven't gone after the colossus in a long long time... I thought it just required being coastal and having a forge but for some reason it's blurred out and I can't select it. What's the problem? I hope it's not something stupid I'm overlooking.

I actually do that all the time as I use wonders for fail gold often and forget to unqueue it in another city
