Can Someone Help Me With My Laptop Problem?

So I've had my laptop for about a year now. I've been using it to play games for a while. Today, whilst I was playing Civilization 5, I got an error message saying
"Warning: A problem with the cooling system has been detected. Please turn off the computer immediately, and return it for service". I turned it off and let it rest for a few minutes.

Since then, I've been checking the Toshiba Health Monitor frequently. Apparently my CPU Temperature is about 45%-50% and the fan speed is at 0% unless I'm playing a game. When I'm playing Civ5 the CPU temp is around 60% and the fan speed is usually 70%.

I'm not a computer geek and don't know much about computers since I've been playing games all my life on consoles until recently and would really appreciate it if someone could tel me if this is normal or not?

I'm also going to add that when I play games I can hear my fan working really fast, but I tested it out and I don't think I can hear anything, even though the Health Monitor shows it's working at 70% speed.
 
What do those temperature percentages mean? Intel CPU's should be able to handle over 80 celsius, while with AMD the newest are max 70-something, and older ones are max 62 celsius.

Still, if you actually hear that the fan isn't spinning when it should, it's best to just take it in for service. Best to do that anyway actually.

Also may be the fan is just dusted down or snagged, see if you can access it or blow some air in there.
 
I don't know of any CPUs that can only handle 62C.

In any case, get a can of compressed air and blow out your computer. I'm assuming the ambient temperature is reasonable (<30C). If you're trying to use your computer in 40C weather, I wouldn't have faith in any consumer level Toshiba laptop being able to play games in that kind of ambient temperature.

If you're not a computer geek, you really shouldn't need to worry about specific temperatures or fan speeds of parts other than making sure the computer has adequate circulation and isn't clogged with dust.
