Can someone tell me why my District replacement is invisible?

Hi all,

I'm exploring making a Holy Site clone district with the exact same appearance as the default. I'm just trying to make it show up on the map for now. Currently, when it's placed down, nothing happens.

I've attached my mod to this post.

As far as I can tell I've done everything right...I have the Districts and Landmarks artdefs, and I used the modart.xml. This should be simple but I'm missing something.

Any help?
