Can`t get player starting position to work...

Hi.

Can someone please tell me how to get player starting position to work when i`m making my own map in worldbuilder? I have made a worldmap with 14 civs and 24 City states. If all 14 starting positions are "Random player" the maps work fine but i start at the same place every time the map is loaded as a scenario in single player/set up game. I want to play as the americans, but start on the island of japan. But when that is selected in the world builder it dosent work. I still start at the same place. And it seems to me that if i place another player with a spesified civ instead of random player on the map, then there is no player starting in that location...

please help.....
 
I was playing around with this sort of stuff earlier today in response to another thread, and it seems that it can be solved in three ways:

1) Make the Japanese island starting point better so that the starting point assigner keeps picking it as the location for the human player (as the human player seems to always get the best of the Random Player starting points),

2) Assign a specific civilization to each starting point, or

3) Use pre-placed cities and units instead of starting points.
