Can we fix Multiplayer?

I just read a nice little article about difficulties people have in Multiplayer

I dont play MP Civ4 but used to play a lot of StarCraft and I know how frustrating this can kind of stuff can be. If their is anyway to get into the multiplayer code we should consider trying to adress these issues.

It would be nice to fix this but I think the multiplayer code is buried in the exe so unless Firaxis wants to release the exe code (yeah right), we can't fix it.
