Can we set AI players each to be on a different level?

Sorry, if this has been already discussed...

The question:

What if we want a game/secnario/mod where
one AI would be handicaped to be "punished" with 160% production needed (deity hard),
so an archer would be 33 hammers for it;
and another would be noble, so that AI civ would make an archer of 25 hammers?

Can it be done?
 
there's probably a better way, but one easy way i can think of is to give each civ a specific wonder in their first city that gives all the benefits/handicaps you want such as worker speed, maintenance costs etc.

if needs be you could also make a specific building for each civ too, that the wonder will then place in every city, to do things like increase production costs or decrease output.

pretty crude, and i'm sure there must be a better way.
 
Well, if you created the scenario in worldbuilder, you could just open the worldbuilder file in notepad and change the handicap for each civ, couldnt you?
 
I was trying to do something similar. Specifically I wanted to make some buildings more expensive for a civ. First I tried to make a bad trait that had the desired effects and gave it to the civ. This didn't work because the game wouldn't accept negative values.

So instead i just increased the base cost for the buildings. Then I created a trait that reduced the cost back to normal. The civs I want to handicap don't get this trait and thus pay more than normal. The other civs get the trait and pay as normal.
