Can you change the .flc of the leader people for a Civilization with Flic...whatever?

I made a Civilization, but when i go in the game and choose it it just shuts down with an illegal operation message. I think it's because I didn't put in a Forward file namr or a backward file name in the civ3edit when I edited the civilizations. What do I do to make a pic for a leader? Can I use that FLIC program?

as far as i know, they are normal flc files. i made them with animationshp. and they sort of work in the game
