Can you instigate the AI into declaring war?

Does it work?

March a stack into their area and withdraw when the pull the "move or DOW" thing? Is there an irritation meter somewhere that will get them warlike or is that just a waste of time?

If they have a unit in your territory, go to the diplo screen, and make a succession of unreasonable demands until they are 'furious' with you. Then issue them with a 'declare or leave' ultimatum. Works (almost) every time.

...come to think of it...i find that if you block their troops from moving/returning home they will often times attack you to get by.

I've never done that before. I got to try that soon. :D
 
Do what Bucephalus said, or make outrageous demands as he suggested, and then unsafely try to steal a tech from them. Works (almost) every time.
 
There are several tactics you can use to try to get the AI to declare war on you. As stated, making ridiculous demands will destroy their mood toward you and the more irratated they are, the more likely to declare war when you tell them to leave or else. Even just repeatedly telling them to remove all troops will usually lead to them finally just saying "forget it, I'm not moving! It's go time!!!". You can also build an undefended city near their border - the AI has a hard time not taking the bate of an easy conquer.
 
once you get the ability to plant spies plant them in the civ you want to be at war with, if the spy is killed keep trying until they declare. if the spy is inserted then do spy work and they may declarewhen the spy is spotted
 
maybe i'm dreaming this up but the AI seems to dislike you trading w/ their enemy. they always turn sour on me if i have trades or renegotiate deals.

i'm sure if you used a combination of any of the aforementioned advice it would work eventually.

i love seeing how everyone handles stuff differently in this game.
 
I'm just curious... if you go into active deals, then offer a Peace treaty, and then ask for a city to keep the peace treaty, and (since they obviously don't accept) declare war on them, does that give a rep hit

I mean... I've used that little cheat to get me 20 turns of peace with the AI pretty safely, but I've never noticed if it gave me a rep hit if I actually declared war
 
I think if you try to renegotiate peace but don't come to an agreement and declare war, it would have the same effect on rep/AI attitude as declaring war normally.

not renegotiating peace... you're already at peace, and you open up the Active Trades, and do not accept peace

Thats what I mean by renegotiating peace. If you open up the Active Trades and don't accept peace, its the same as declaring war.

oh... I thought you were referring to peace after a war was already started....

in civ4 it tells you why they love or hate you... some ways to make tham hate you are...
.close borders
.no trading
.refuse demands
.trade with their enemies
.declare war on their enemies
.defensive pact with enemies
.you have a different govt (?)
.you use nukes (duh)
.you have been in past wars with them
 
^^^ I assume you mean 'declare war on their friends'?

I think civs get extra-pissed at you for razing cities when you go to war, too.

Also: trade embargos. If you aren't trading with a civ, and you want to piss it off, sign an embargo with someone else for no good reason.

another rare one but a goody... if your enemy has a colony, park a unit on the road to it and continually raze it (assuming it is outside enemy borders, of course).

Last one... I think the computer knows who is behind pirate ships and gets angry at the offending nation. Although... I tend to make it obvious whos pirates are out there when I hide a stack of privateers behind ironclads or better and take them hunting in enemy waters :mischief:
