If so what are the conditions? Do you have to capture the nearby city and it becomes yours to destroy if you want? Or can you move a unit into it and pillage in their land?
I don't know the worst I've ever had was a enemy managing to move into my citadel on a hill while the samurai in it was killing a janissarie on other side of mountain. I promptly evicted him out on the following turn. Twas a archer so it was easy to do.

No, playing a multiplayer game with a friend and he has two citadels near each other and also within bombard range of a city. It can be quite a bit of damage. I went in because I thought it was a fort and noticed I took damage and then bombard damage. Just moved my unit out before he died. Haven't gone back yet.
edit: It'll be worth it to go in and take out the citadel if possible and easily siege the city. However, if the citadels can't be pillaged it'll be very hard to siege the city from that direction.
Citadels are permanent as far as I know, but their ownership is determined by tile ownership so you can culturebomb or take the nearest city to 'flip' it
