Cannot build cities in Siberia

I'm playing a game with Russia and for some reason I'm unable to build cities on tundra squares (with access to fresh water/coast) in the northern areas east of the Ural. Is this a bug?
 
You can build on tundra, just not in the areas I mentioned, which is a little strange considering there are some cities with over 100k inhabitants there.
 
It is possible to build a city on every tundra tile on the coast to the N, NW or NE of those gems. Away from the coast on the tundra tiles near the gems is not possible though.
 
There is a lot of plots to list, it is not just near the Ural gems but I also can't build cities in most of Siberia and entire Kamchatka coast.
 
These are usually the places I found cities if I really needed the territory for domination.

Notice how there is no "build city" icon, same goes for the settler on the left side of the screen (can build on the 3 grasslands below though).



 
Pacifist: You have the latest version of bts/rfc and you can build on those spots? I can't build cities in 3 out of the six plots you marked.
 
Unless you can see the tile (i.e. not in the "fog of war" even though you know the terrain), the "found city" button may not light up (I've seen that when trying to found cities in Alaska and wanting to set a 8-10 move trek there. I remember founding Mongolian cities somewhere where I marked. Also see my Chinese domination game:

It looks like I founded Shenyang on the gems rather than on the coast.

If the tile is in fog of war on buildable terrain you will still see the "build city" icon, it just won't be flashing in blue like it would be without the fog of war.
Notice in the screenshot I posted there is no build city icon at all.

EDIT: I checked in game and I was wrong about that. You actually don't see the build city icon until you remove fog of war.
 
I always wondered what's the point of having deer and furs around that area without any possibility, outside of having huge culture in a city that can't access them, of ever using them. I remember trying to settle there once, and being annoyed to the point of going into WB and just dropping a city down. ;)
 
You cannot settle on tundra tiles unless they are on the coast (and that does NOT include glacier/ice cap).
 
You can, though, if the tundra is next to a river. At least, that's what is supposed to happen.
 
Not in RFC you can't. Which is fine, because you can't irrigate those squares either. Tundra is more useful in normal civilization. Fact is its awful territory, and if you wan the resources, you're just going to have to balloon out your cultural borders, or find the spots on the coast. You can get most if not all of the resources by building on the coast anyways.

If this is a bug, then I'd like to hear that confirmed, otherwise I think its just an intended restriction.
 
Thanks kbk for clearing it up. I got confused because I thought the "build city" icon shows even with fog of war, so I just assumed you can't make cities there. It is actually as you say, no cities on tundra+river, but yes on tundra+coast. Sorry to Rhye for the messup.
 
As already said it is not possible. Unfortunately this also means that you can never found Norilsk or Jakutz..
