Cannot build stoneworks

This situation is apparently not a bug, though I find it confusing. See this thread and this thread. If I understand this correctly, Narjan can't build a Stone Works (even though it is working an improved Stone tile) because some other city has "claimed" the tile.
I recently ran into a similar situation in which one of my cities was working a tile with Horse, but couldn't build a Circus.

From what I've seen, at the moment some city puts a purple square around a tile, earmarking it for possible cultural expansion, the game assigns it to that city, meaning that even buying it for another city doesn't change ownership anymore.
Only if another city is closer to the stone, like 2 tiles away instead of 3, ownership will change.

Damascus is built on a plains tile. Cities built on plains tiles cannot build Stone Works (seems like a stupid design decision, but it is how the game works).
