Cannot find Bull Moose Teddy in singleplayer

Hey guys, apologies if this is a stupid question/known issue/not a technical support question, but for the life of me I can't figure out what's going on here. I am able to play as Bull Moose Teddy in multiplayer just fine, but for some reason he doesn't show up in singleplayer. See attached picture.

Am I missing something obvious?
