Cannot run BtS installer

After a clean Windows reinstall I have Vanilla (1.74) and Warlords (2.13) installed and running fine. When I try to run the installer for BtS, the installer doesn't work. Autorun.exe just hangs and never gets anywhere. If I hit enter Autorun.exe exits and Setup.exe executes, however all that does is pop up a command prompt window for a fraction of a second then closes. Nothing else happens and no processes are left running in the Windows Task Manger. I have previously been able to install Bts from this media (prior to Windows reinstall). Any ideas as to what else in a Windows system would prevent the installer from running would be appreciated.
