Cannot upgrade units

For some reason I can't upgrade my units sometimes. This doesn't happen in all cities just a few. They have all the resources they need and i have way more than enough money. It seems pretty random to me since it will be next to a city I just upgraded the units in.

It bothers me that I have warriors and in 1 tech I will be in the modern ages.

The city must have barracks to upgrade units along with the required resources and gold.
