I can hear the sound effect when I click on the button but nothing happens. Other things seem fine.
I had a look around and saw other people claimed it had to do with a recent patch; i could certainly access it a while ago, when i was bingeing on this game.
Note: It looks like the mod "Improved Combat" might have been causing it - no idea why it would suddenly be doing this, but disabling that made the difference.
