Can't build a pier

Hi,

I'm in the Age of Exploration and have invented cartography long time ago. I have a settlement on a distant continent with water (without ressource on it), but I cant build a pier for the Treasure Fleet. What could be the problem.

Is there an urban tile adjacent to the coast you want to build the pier on?
 
No, as an urban building it can only be built next to an existing urban tile

Just another question: in the Age of Exploration, for the scientific milestone no. 2, telling that I need 2 specialists on non-urban tiles. But I can't place specialists on non-urban tiles, only on buildings...

To spawn Treasure Fleets you need the following:

- An improved Treasure Resource
- A Fishing Quay in that city with access to the ocean (ideally, otherwise you are just spawning them in lakes)
- Shipbuilding technology (they won't start spawning until you have Shipbuilding)

I believe it says you need 2 specialists *on non-city-centre tile*, not *urban*
 
I translated it back from german. I have several specialists on non city centre tiles, but it does not count to the milestone...
 
The legacy needs 5 non-city center tiles with 40+ total yields (food + money + production + happiness + culture + science + influence). The mini quests within the legacy screen don't actually grant you legacy points. They just give you a guide on how to do it. The first milestone requires 2 tiles to have 40+ yields.

No, these are merely tips to help you get there. You don't need a second one. However, getting a second one is probably a useful step. The only actual goal is to get 40 yields from a tile, on five different (non-city-center) tiles each.

My recommendation is to be smart about your adjacency bonuses, place buildings with the same kind of adjacency bonuses together on a tile (usually, the easiest is to put any combination of science and/or production buildings on a tile adjacent to several resources, or gold and/or food buildings on a tile with 4 or 5 coast adjacencies) and then when you grow cities to place your specialists on those tiles that show the highest bonuses. Once you do that, you'll start hitting the milestones of this legacy path simply by accident, starting about a third to halfway through the Age.

It takes quite a few Specialists. Unless you happen to have the exact right set of buildings, you probably need three assigned to the same hex, and even then that often isn’t enough. You’ll need to have placed two buildings on the same tile and both buildings will need to be getting good bonuses from nearby tiles — per the Civilopedia entry for Specialists, they add +2 science, +2 culture, and also duplicate 0.5 the bonuses of the buildings they are on. If you don’t have any bonuses on the buildings you just get the +2 science and +2 culture, and even with three specialists on the hex that just gives you +2*3 = +6 science and +6 culture which even on a great tile is nowhere near the 40 you need for victory conditions.

So pile pairs of buildings, both of which receive very good bonuses on them from nearby hexes. Start putting on Specialists. If you’ve got a really great tile, you may get some of your victory points with just two Specialists on the tile. Keep an eye on the Tech Tree, there are several techs which increase the Specialists count. Late in the age if you’ve unlocked techs for it you’ll be able to get three on a tile. Look for your best tiles, stick on three specialists and you should be good to go. (Don’t forget if you’ve done a great job and gone over the 40 with just two specialists, don’t put a third on, if you’re trying to get the scientific victory, that third specialist is better of helping another hex get over the 40 limit).

I've rarely needed 3 and never more. If you are having that trouble, consider thr tiles you are putting them on. It sounds like you have not been optimally placing high yields together or putting specialists on bad tiles. I won't out a specialist on a tile that doesn't have at least 10 to 15 yields to start.

Quite likely. I’ve gotten through Exploration Age twice and still haven’t finished a game yet. First game playing on the default “Governor Setting” it felt like the game was giving me a run for my only in Antiquity but I got so far ahead of it by the end of Exploration that I restarted on Viceroy. Currently in Modern Age and still feeling my way around the game.
