Can't build Apollo... help!

Hi folks.

So its 1917 and I'm trying to build the apollo project, but it doesn't show up in the list of wonders!

I have rocketry.
Science victory is enabled.
I don't have any puppets.

Whats the deal?

I've uploaded the save.

You sure you're not already building it or queued up in one of your cities?

I noticed a bug that sometimes when you play a game it won't take the settings you were using before, but instead random ones (which become the new saved settings). In particular that involved civs changing (my own and the AIs), but I guess it could very well also change the other settings (like victory conditions).

So... maybe 'attempt' (just look) to start a new game and see what the current saved settings are and if science victory is enabled/checked.

He's still one policy away from finishing Ratoinalism. He's also playing vanilla, so maybe it's a fall patch problem with vanilla.

Hmmm... even weirder. I just discovered satelites and can actually build the space station components, but neither I nor anyone else has the apollo program.

Weird... but oh well!
