Can't build K'uh Nah

Any particular reason I can't build K'uh Nah right here? I do own the title.

It looks like there already is buildingless Urban District above. As If you placed a building then canceled. I believe that one must have at least one building otherwise just placing buildings would allow you to displace Rurals and spam them to get quicker border growth.

Good catch. I see the pasture being worked next to the "empty" urban district.

The district next to your pasture is simply an empty urban district. Build/purchase whatever urban building you think would be best in that spot first. Then you will be able to place another urban district with your K'uh Nah.

Okay so I built a library on that title and then the K'uh Nah but now its not letting me build the Jalaw. What did I do wrong?

you have to build both your uniques on the same hex to create the unique quarters, so you messed up putting it on the same one with the library
