Can't build National Park over Pantanal?

In my last game I was lucky enough to score Pantanal, an always 4 tile Natural Wonder marsh that makes a great National Park site.

In my second game I got it again. Yet this time, the game says it's not a valid National Wonder site. All 4 tiles are breathtaking, and they all fall under one city (I have 4 citizens working the tiles, even).

The only thing I can think is that the 4 tiles make a horizontal diamond, rather than a vertical one this time. Is that really significant for Nation Parks? They have to be a vertical diamond?
 
its presumed this is a not-quite-working-as-intended feature/restriction, as there's not an obvious reason to restrict the orientation of the diamond and because, as you say, Patanal's main benefit seems to be to serve as a de facto National Park and can come in a horizontal orientation. I know zilch about modding, programming, coding, etc, but from what I've read or deduced it's likely an oversight in how conservationists math out which additional three tiles to add within the various restrictions. It very likely is a bug.
 
Simplest solution:
Naturalist designates a "National Park Center" tile.
All unimproved land tiles adjacent to the NPC in your border become part of the National park.

If the national park has 4 or more tiles (3 or more adjacent to center) you get the Amenity bonuses
