Can't Build Offshore Platforms

Even though I have Plastics (and mined oil) and all my cities are built on the coast, the build icon for Offshore Platforms does not appear, preventing me from building them. Is this a bug?

This is the first Warlords game I have played (am now up to the year 2000 A.D.)

OS is Windows XP Pro, SP2.

Offshore platforms are a tile improvement which can only be built on oil deposits at sea by a workboat. They aren't a city improvement.
