Can't build "roads"?

I remember in FF, you could build "roads," and I've built a construction ship, but I don't have an option to build roads. According to my techs, I have the one to build roads (I think it was free?). Am I missing something obvious here? I'm playing on the newest version with the newest patch that I just installed today. Love the mod BTW.

Use Cargo Holds to hook your cities up. To actually build roads, you have to go all the way to Transwarp Corridors.

Or, if you really want roads early, play as the Vaadwaur.
