Cant build temples, libraries etc WTH!!!!

Playing as Persia using patch 1.21f and its the early 1800s and I have just crushed the Russians with my tanks (they only had cossacks newfangle ;) ) but I cant build any cultural improvements in any of the cities I have taken over? It will only let me build military units, harbours and airports!

This leaves me with the problem of all these cities sitting with 0 culture and a chance of flipping back into Russian control ( There is still a Russian city on an island I haven't gotten to yet)

Any ideas?:confused:
 
You have mobilized for war, under which only military units and military city improvements (barracks, walls, harbors, coastal fortresses) can be built. Get out of it by making peace and then going back to "normal" mobilization under the F1 menu.
 
Cheers Sulla, I forgot that when I mobilise for war that I can only build militaristic units

I believe you are able to mobilize your economy after nationalism is discovered. It allows each tile producing at least one shield, to produce another, however you can only build military units/buildings.

I think thats right, its been forever since i've mobilized. :)
 
So.. how do you set this mobile stuff off? I'm curious.

Probably 10,000 threads in here about it.... I'm trying to set aside presious civ3 time to read this whole forum. :)
 
Go to the domestic advisor screen. Just under your government type (the button you click to start a revolution) is the mobilization option -- should say "Normal" or "Peacetime" (can't remeber which). Click it to have option to mobilize for war.

Remember that you need to have researched nationalism.
