I uploaded a picture of my city, and I cannot buy tiles that are within the three-tile radius. Why is this happening?
I also uploaded a picture with the mods I am playing with. The problem just recently showed up, even though I have haven't changed my modlist in a while. Even in games w/o mods, it doesn't work.
