Can't buy cities anymore?

Used to be able to do this at very high prices but now it's just plain impossible. It's funny how the AI say "Yes, I am willing to accept" and an Offer Blocking Deal exclamation point shows up at the same time with no "accept "option available like before.

Is this intentional to prevent Players from liberating city states without going to war? Australian exploit aside, what's wrong with liberating city states with economic power?

In the patch notes it said something about deals the AI finds completely unacceptable being removed from the table.

They didn't mention blocking it entirely, so it's another sneaky nerf disguised as an "improvement".
