Can't get passengers to Orleans France !?

I've played the France scenario twice and both times, with totally different routes, passengers to Orleans don't count towards the scenario goals and Orleans never expands.

I have full cars of passengers arriving to Orleans but I don't get credit.
Perhaps it's a bug has anyone else seen this?

Never Mind, I got it!
Passenger deliveries to cities don't count towards mission goals until the city is actually demanding passengers.
This doesn't happen until the city gets enough of the resources it's demanding.

Exactly.

It's a tough scenario depending on difficulty and # of AI - moved up a difficulty rung and took on 3 AI at once. Oh man - you get placed in the wrong part of the map and you're screwed - at least in terms of hitting the victory goals (very poor scenario designs to put three cities in virtually a straight line in a game where you can be placed on the opposite end of the map!!!).
