can't get past 'loading screen'

I saw some other threads on this, but didn't see any solutions that seemed to apply to me. I've installed Civ 4 twice now, each time same problem. I click 'Play Now' or the icon on my desktop, and it starts the loading screen and just stops. I've also noticed that it failed to create a /My Games/Civ 4' folkder, or a civilization4.ini file, so I can't turn logging on.

My system:
Pentium D 830
1GB RAM
XeForce Nvidia 7800GT videocard
integrated sound
