can't grant independance

right
basically i've been trying to grnt indopendance to a couple of colony's which i control
but for some reson it isn't working
i've clicked on the grant indopendance icon and clicked on the city's
then that screen goes but the city's are still under my control
what am i doing wrong here
please help
