Can't Install Mods

I know that there are a whole bunch of threads asking how to install mods, but I read just about all of them and I can't seem to find a solution to my problem. The mod is Thomas War and I downloaded it from strategyinformer. I tried placing the file in the mods and customassets folder, but neither time did the mod work. Any help would be appreciated.
