Can't launch nukes??

I was playing my first full game of Civ IV as the Americans, had a nuke and wanted to take out this guy's city (I was at war), but when I clicked the launch command and went to the city, it had thjs gray square around it and it wouldn't launch. There were some other tiles that had green squares, but they weren't cities I wanted to nuke. I had the satellites technology, so I could see everything. My closest units to that city were on the other side of a decent sized continent. What's going on and why can't I nuke??

You are unable to nuke friendly units and territories. Nukes affect every tile bordering the one nuked. If there is and friendly territory of a country not at war with you bordering that city or if any friendly units are in or bordering that city even spies you can not nuke that city.
 
The other possibility is that you built a tac-nuke; they have a range of 5 tiles and your target might have been beyond that range. ICBMs have unlimited range in Civ IV.
