Can't load the mod in Version 31

Hello Caveman2cosmos modding team and the hordes of others that follow this mod.

So I have been having problems with two things lately. The first thing is the bug write ini thing having to do with the civ4config. The thing is, I was able to fix it to the point that it display's notifications as it was meant to do. However, I was not able to fix this issue to the same effect in versions previous to version 31. Perhaps there is something else I have to tweak for it to enable notifications like these?

Second, why I say what I said above is because that when I try to run Caveman2cosmos version 30, it crashes on load handing me some kind of XML error like files are missing. Now I did download the torrent, posted on the download page on this site in the comments below it. I'm not certain if that has anything to do with it. When I tried to download it from moddb as I done before, it gave me the exact same files as I received in the torrent, and crashed in the same manner.

Any help would be greatly appreciated!

P.S I can supply screenshots of the problem if anyone needs them.

Also if you have XML errors in the beginning then you need to "Run as Administrator"
Also the FIRST time you start C2C, depending on your PC specs could take up to 10 minutes to load, then after than less than 2(if you leave your pc on).

Also go to the PATCHES thread and replace the v31 dll with that one, it will fix alot of the CTD's.

and a reminder, your info above also needs to be in the bug/crashes thread as mentioned above also, and thx for trying this Great Mod C2C>

I'm not sure where to post this, but I can't seem to download v31. When I click on the mirror link (the one above the Desura link), I get a repeating graphic from something called Springboard with a link to GameFront at the top. When I take the link to GameFront and click on Download, it times out after 5 seconds and I just see "Forbidden - 403". Am I doing something wrong? I didn't have this problem when I downloaded v28 or v30.
