Can't load the mod

I have Civ complete and I can't seem to be able to load mods like RoM or AND.I can load simple non-combined mods like CAR or BUG but when it comes to even the most simple combined mods-like PIG-it just fails to load them.Any advice is appreciated.

oops...my bad...apparently Civ 4 complete is well...not that complete......it still requires patch 3.19...
I fixed it now...

I have down loaded RoM too and I have Complete too and can't work it
