Can't modify rules in editer

I have been toying with the Civ3 editor and having a blast. I can mod any map or make my own but when I go to the rules section everything is greyed out.

Even when making a 100% new map every non-map edit function is greyed out. Can some one please tell me what I am doing wrong?

Go to "Tools" and uncheck the "Use default rules" option.
Voilà, now you can use the rules editor.

I figured it was something simple. Now to start a game with the naval forces powered up.
