Cant pick puppet/annex conquered cities?

Just got back to the game, obviously warpath is the easiest choice for a semi-newbie to Civ like me. However I cant pick between puppet and annex when conquer any city, it either s automatically puppet or annexed. There is no menu anywhere. Last time playing CivV when it released I was sure I could pick them myself.

Can anyone explain it to me? It s been happening for 2 games, google doesnt help at all

The forum search should have helped , link. It's very simple: It's a bug, which should be fixed with the next patch.

When I said google I meant "search" in general including forum search. Didint expect it be a bug though.
