Can't Place Cities in PTW map editor

Am trying to edit the Marla Singer map for a WWII scenario (My first attempt at this) and cannot place cities. Right-clicking on a tile brings up the correct pop-up menu, but this menu lacks the city tab. Have I overlooked something critical here (and if so, what?), or is this a legitimate problem with the map editor?

You need to set the Active Player to place Units and/or Cities.
