Can't play in DirectX 11

When I play Civ 5 it will only let me play in DirectX 9 mode, and says I need Service Pack 2 or greater to play in DirectX 11. For the life of me, I don't know how to install this. I have Windows 7 and tried the Microsoft website and couldn't find it. Help is appreciated.

From the stickied FAQ thread:

Q.) I am running Windows 7 and the button for DirectX 11 is messed up or I can't start with DirectX 11

A.) Please check, if the Steam.exe has not accidentially been installed in Vista compatibility mode (rightclick, properties, check for compatibility).
If is is, please deselect it.
If not, try additionally first activating it, then close the menu, and then deselect it again.

When I go to that screen, the compatibility mode tab is set on Vista, but blanked out. I am not able to select it. I know for a fact I'm running Windows 7

There's advice for this on the Steam forums (see here), but the stuff which is latter mentioned you should only do when you know what you're doing.
Another advice is here (but not sure if applicable).
