I'm a bit of a newbie. But in civ2 i can remain i "supreme power" up until modern times. but somewhere after the discouvery of industrilization. i start to decline im still good but other countries start creating more troops. until they eventually surpass me. But heres the problem i have tons of money. but when i create more units to try and balance everything out. It says _____ cant support unit unit disbanded. As i said im a newbie so i dont know. whats wrong?. i have enough money to keep it. so whats the problem?
 
Each unit is not supported by money, but it is supported by shields in the city that it is built. You should make units in your more productive cities so that they can build alot of units and support alot. Also, re-homing units from less productive cities into more productive cities allows for even faster unit production! :D

Republic and Democracy require one shild of support for most units. Monarchy and Communism let you support 3 for free, then one shield per unit past that. Fundamentalism gives you 8 "free" units (not 10 like the book says).

You probably lost units when you switched to Democracy..... you have to plan ahead to prevent unit loss (lost units are disbanded in the field).

Build Offshore Platforms, Factories, Hoover Dam, and Manufacturing plants to multiply and add shields to a city. Nuclear Plants, Power Plants, and Solar Plants are redundant (for shield considerations) with the Hydro Plants that you get for free in every city with the Hoover Dam. You need a factory to "activate" the HPs, and double (50% for factory, 50% for HP) the city's shield output. An Offshore Platform will add a shield for each ocean terrain that is being used by a Citizen.

i think the reason you declined is because you stopped expanding.. you need to keep doing that throughout the game to keep up the pace you set by quick expansion early.
 
If you're having trouble keeping up in modern times, is it because the sheild cost for some of the units are a little higher than their industrial era counterparts? To support large armies to protect or fight abroad, you need shield support. A huge army scattered on seperate continents is not a good idea. Build improvements to make more shields, in modern times you are suppose to have had hundreds of turns to prepare your civ for modernization. Put your money into rushbuilding. Then build your army, and you will be able to support it. Modernize first, warfare second. And if you have tons of gold, then why the devil are you lagging behind in shield production. Toss that money around. Disband obsolete units in cities to be recycled into new modern ones. Also, what kind of units are you building? If you need defends for your cities, don't build legions and archers when phalaxs and pikesmen have the same defensive value for 1/2 the cost. There, that covers everything that I could think of, is this of any help?
 
All the units requiring shield support only require one shield, but certain units will cause an unhappy citizen in its home city automatically in Republic and Democracy and these will require attention. The best way to avoid trouble with these units is to build happiness wonders, use more luxuries or rehome them to the city with Shakespeare's Theatre. Fighters, stealth fighters, galleons and transports do not have any effect on happiness issues, not even the same as normal units, so use this to your advantage, and often when you have a massive army of spies and diplomats (which do not require shield support) then you can buy most of your enemy's cities and do not need a huge standing army. :)
