cant trade technologies or resources in hot seat

Hey guys me and a few friends of mine have been playing civ for awhile. on this game we are having a problem trading resources with eachother in hotseat mode. Player one seems to be able to trade resources and technologies with everyone else but the other players can only give gold. any suggestions?

Maybe he's the only one with the tech needed to trade techs.

Did you download the patches, thats probably it. You are able to trade tech and resources in hot seat

I think you need Paper (map trading) and Alphabet (tech trading)
