Can't upgrade to Archmages

Playing Svartlfar, I just finished Strength of Will, but can't build archmages, nor can I figure out why. I have the Catacomb Libralis, so Mages Guild in every city, and the two Illusionists I want to upgrade are level 6. Arcana Lacuna has already been popped and run it's course.

Any suggestions for things I may be over-looking?
