Can't win until 3835 BC!

I was playing with the HOF mod for the HOF, couldn't win until 3835 BC. I tried unmodded (vanilla, final version) with World Builder - still the same bug.

Not a bug. It was implemented to avoid automatic conquest per default on a two player map when one player moved for several turns their settler.
