When I capture an enemy city I am at war with they never have any city improvements at all, even if it is their capital. They only have the Granary/Barracks from my Wonder(s). Is this because the AI assumes all the other improvements are destroyed by my rampaging armies? (I play at Monarch by the way).

All culture improvements are destroyed, temples, cathedrals, univ, etc. commercial improvements might remain... such as marketplace, bank, airport and harbor. If you bombard the city, you will likely destroy these, though.

I have never seen a captured city without anything supplied by my own wonders (i.e. granary, barracks, hydro plant spring to mind).

I don't always stand off and bombard into submission before occupying, so either everything is being destroyed or the previous owners has never been interested in building up non-cultural infrastructure.

I've frequently captured cities that have had barracks etc. But I've never captured one with a bank, for some reason.

You probably have a much higher culture rating than the civ you are attacking, and if so, now you know why.
In a recent game, by the time I found France and Russia, both their cultures were about double mine. Once I got up on the power curve, I investigated a few cities---They each had continents to them selves, and all the central cities had every available improvement, and the culture items had been there for eons.
When I invaded Russia, I bombarded heavily at first, until I had virtually eliminated her excess military, then I started just taking cities directly with tanks, cav and Mech infantry. By that time I was mostly in the smaller cities, but a few of them had banks, marketplaces, aquaducts, airports and harbors. Never a culture improvement.
By contrast, in the same game, Babylon was in awe of my culture when I invaded him. No improvements in any city, except aquafducts in some. He ceded three cities to me for peace, and none of them had a single imiprovement.:D

Play more games and you will see improvements in captured cities. Best time is during the Knight phase when offensive units have an advantage, or much later with modern armor. If you take too long to capture cities after the war starts, the computer often sells them for gold to pay for army upkeep. So take those cities quickly, with large numbers of knights, and you will see more improvements in the captured cities.

CUlture improvements are destroyed, but I've captured a few with harbours.

You will never find cultural improvements in captured cities, except Great Wonders.

He doesn't sell them, it's just part of the rules. His culture is different, his cultural points for the city are different, so if you want to build up your own cultural points you have to build your own cultural improvements.

I've surprise-attacked and fully destroyed entire civilizations in a single turn (not meant as a boast, it's not that hard on the easier levels), so they never knew it was coming and never had a turn to do anything like sell improvements.

Things like aquaducts, hospitals, and harbors generally stay, as do marketplaces. I'm not sure about banks. I don't recall seeing any military improvments when I capture a city unless I have Sun Tzu's.

along the same line, i captured a city w/ 8 workers. They became mine but still were identified as "American" Workers (i'm persian) when right clicked upon. Whats the best strategy? Disband, add to an existing city, or use?

Go ahead and use them, they are free "slave" labor. They cost you no gold to have but they only work half as fast. The only other thing I have found to do with them is move them to you capitol and trade em back to their home country for a little gold.

That really works nicely when you capture "third-party" workers. Say, you're Persia, you take an American city, and you capture some Chinese workers that Abe got from a previous war. Send them to your captial and give them to Mao. He'll love you for it.

Alternatively, add them to some of your cities to increase population. I always spread them around different cities in my interior. Remember that the number of foriegn nationals in a city affects culture flips.

Of course, if you need the labor, a half-speed worker is better than none at all. Eventually try replace them with your own citizens, though, and either repatriate the foreign workers or settle them in a city. After a few generations, citizens will assimilate to your culture, but I think workers always retain their nationality.

In a succession game I was playing we captured about 100 workers in one city!! They got annoying so I disbanded them though. When you capture workers and want to add them to a city, only add them to your distant and culturally strong cities because they add to a chance of defection.
