when I capture cities there are two immediate problems

first that period when everyone's pissed off

then it takes ages to regrow the population and put the buildings in place

all tips welcome

whip away the pissed off people, focusing on the key buildings you want to put in place.

regrow using food specials and avoid subsequent whipping if you want to grow really large. if you care about getting a lot of buildings out in a short period of time though, the whip is your friend. then focus on growing large after you have the buildings you want. in a SE you will be whipping more than a CE. in a CE buildings aren't superduper essential, you want to grow large and work lots of cottages.

Another way to get around this is use a culture bomb. If you have a great artist then bring him to the newly captured city and have him create a great work. Presto no revolt time, and some cultural breathing room. If you are trying to capture a foot hold city deep in enemy territory this is a huge help.

When running caste system you could also temporarily assign a few artists. This will cause the city borders to expand more quickly, granting faster access to all workeable tiles as well. Bit similar to a culture bomb really except you don't need a GA, although the effect's not immediate either.
I woudn't recommend running caste system for this purpose alone however, it's more of an added convenience for when you've adopted that civic already.

Another way of speeding up the regrowth process is to simply have a few missionaries and a batch of workers ready. Send in the missionaries right after capture so the city produces a fairly decent amount of culture right away (works best with No State Religion or Free Religion, obviously)
As soon as the borders expand, send in the workers to improve the tiles as you see fit. This is a good idea regardless because the AI is generally still less-than-optimal in its improvent choices, or at least in my opinion.
Be wary of horse archers, knights, cavalry and gunships though, the AI loves to snatch workers with those.

Finally, Hereditary Rule can be of some help as well: simply leave a few troops - typically damaged ones that need to heal anyway - in the newly conquered city for an instant happiness boost.

Whipping means a return to slavery right?

What if that isn't possible?

It's always possible to switch back and when conquering neighbours I prefer to remain in slavery precisely for the reasons outlined in this thread.
I suppose widespread emancipation would be the main reason to stay away from slavery. In that case you'd typically want to run Universal Suffrage as well, so you can rush-buy key buildings in newly acquired cities.

When neither are available there's not much you can do to speed up development I'm afraid. Chopping trees would be about the extent of it I suppose, but seeing how carelessly the AIs tend to remove trees I doubt that'll be of much help.

Yeah, I've learnt to save some forrest now!

(The United Nations can force Emancipation upon all nations as another instance).

Slavery is so useful. in a CE, i prefer to stick to it until i am forced to switch to Emancipation. once i switch, though, i really miss Slavery. It, imo, is the best resort in reducing the unhappiness in newly conquered cities. whip away the  and get the city its culture/happiness building or a courthouse. early in the game, it is used more on churning out troops fast. i would prefer to stay with Slavery until the end of game if i could, unless im running a SE, then Caste System is a way to go.
