Samson, thanks for clarification. I indeed forgot to mention that whipping causes the unhappiness...
Now that I think of it: In the early game, I rarely use this method. I would either (auto)raze the city or just keep it. So in later game, AIs would use gold-rushing or, for pop-rushing govs, the unhappiness penalty might have vanished naturally untill the last worker is built. Plus, happiness factors like lux access etc might be quite fine at that point (wouldn't spot penalty). I have to look into it.
I'm not 100% sure.If you capture then abandon it it goes to your nearest city. If you build a settler or worker to disband the city, it just disappears?
