is there a way to modify the game to capture ship when you take a city? it seems inconsistant that you can capture artillery but not ship?

Never looked into it, but I would imagine you just need to enable the flag in the editor. BTW you cannot capture artillery, if you do not have the tech.

I am not sure how it works, but there is a capture flag for ships. It may be that you cannot capture, if they have defense. In that case you will have to make them enslave and determine what they become, once enslaved.

You would have to add the enslave ability to other ships for it to matter as the Man Of War does.

I think that you have to have a defensive value of zero (not acceptable for a ship).
I can't help, but kaptainK714 does have a point; at the moment a ship is harboured it doesn't have defense, and a rival civ capturing the town automatically destroys the ship.

If a ship has 0 defense and you know the right tech, it will be captured. I have actually seen this myself. Any other way, they cannot be captured.

Ships can't have Def of 0, as the AI routines that run them "Naval Power" require a defense value.

However, you can flag the privateer option of allowing your units to enslave, but what it does is to create a new unit and it can only enslave into a certain type of unit. ie: all enslave ships are destroyers.
