[GS] Carl Sagan not boosting space race laser project? Is this a bug?

Carl Sagan is an Information era great scientist, which gives several thousands of production towards space race projects. When I used him on power-based laser project, he dissappeared, but no production was provided for the project.

What am I doing wrong?
