The Swiss Guard are supposed to have been quite good, aren't they?
Good enough for the Pope anyway. I suppose the key to being a neutral "civ" is to have a small but elite army, like Norway does. Though they're not always completely neutral.

They are excellent mercenaries--probably some the best pikemen around today. Their role is currently mostly ceremonial, as the rapier and halberd aren't the most effective weapons against modern firearms (although they were issued guns after an assassination attempt in 1981).
