Casting Legends

Probably a 'duh' answer, but I can't find the button to cast legends. I know world spells have been moved into cities, it's just not there. Can someone give me directions?

I just created the custom game and founded the capital to check there was no other (tech) prerequisite.

I cant find the Mazatl world spell, Found order of wyvern. its not where the link above says it should be, I have researched all tech and built the 12 guardians
