You must be the person being attacked for it to kick in. You can not be the aggressor.

Oh yes, you can! just declare war, but do not attack a unit that is not in your territory! AI will attack - MPP kicks in. Also, you can go ahead and attack and irf the other guy counterattacks the MPP kicks in, too.

If said it often before: it is silly! Imagine I as the aggressor take a AI city. The AI counterattacks, but now the city is my territory, right? So my MPPs kick in.....

edit: btw: the AIs love to do that to you: race across the border, take a city, then sit back and dare you to try and take it back since they have MPP with everyone.....

you can even buy of your opponents ally!

Say you go to war with the Greeks, who have a MPP with the Russians. Use the above mentioned method to keep it from kicking in, offer the Russians a MPP (it may be expensive, but it usually is worth it), then wait for the next Greek attack on one of your units :mwaha: :mwaha: :mwaha:
 
There is a lot of really good stuff from civ1 and 2 that's missing.

captured city- In civ 1 this made the empire break up in two warring factions, one allied to you, another hostile. Makes perfect sence!

Controle zones-One of the benefits of controle zones was that other civs couldn't just walze into your empire, if you positioned border patrols the right way. I HATE having some other civ walking around deep inside your territory, even allies.

I would also like the following modifications, buts thats later, gotta go now.
