[CEP 3.2] England gets Galleon instead of Ship of the Line and gets no Frigate

Not sure if this was a conflict with some of the other mods I was running (pretty much all of them were cosmetic except CSD and Hex conquer and release), but when I looked at the tech tree I noticed that Navigation had nothing but Seaport and Galleon. I saw noplace on the tech tree with the English Ship of the Line on it, and no place with Frigate. The help files indicated that they should both be located on navigation, but they were not available to build when i finally got to navigation.

Might be an english-only issue.

I can confirm the bug. The Ship of the Line is supposed to replace the Frigate.
Instead, you can't build the unit at all.

Problem is most likely the frigate and galleon were swapped (should be swapped back). Same error as impacted the dromon to be melee.
