so are you using Cylindrical or Toroidal ?

I guess maybe Cylindrical would be better because the polar areas count as land and you don't settle those ?

I agree, cylindrical seems best. Generates some nice polar areas with cold climate:

I'm not sure if these help or hurt with score. You can get a more compact empire, but the ice probably kills a few Sushi resources. The fact that the AI has nowhere to expand to once the dom limit is reached is kinda convenient, as it reduces the babysitting one has to do during the endgame.
 
Is there any definitive post that lists details on how the AI decides whether it will accept a gifted city in trade or not ?

I'm trying this game again (non-OCC). I'm running up close to the dom limit 60%. Most of the cities were 'giftable' a few turns ago, but now only the 'liberate' ones and maybe the ones really close to the AI borders are 'giftable'.

Also, I'd prefer not to count tiles also since this is toroidal low sea. Is the two decimal % on the victory screen accurate or at least within a couple of tiles ?

I rarely play dom VC, so i'm quite ignorant on some of the mechanics.

There are several posts in past SGOTM team threads that make it clear that this is the only requirement. My recent game play confirms this to my satisfaction.

EDIT: Sorry, there are financial requirements that the AI must meet as well. Located in SGOTM team threads. Sorry, but I can't provide a specific link at the moment.

My experience isn't lining up with that explanation. All my cities were giftable on the trade screen (white) one turn. The next turn all the cities except 'liberate' ones and some very close to the AI were red and untradeable. I believe I refused a tech trade demand that turn. And 99% sure I traded a city more than 9.5 tiles away from the AI nearest city earlier in the game when they were all white.

I was told recently that the AI will accept any city when they only have 3 or fewer cities. Does that scenario apply to your game?

yes, that is probably the case when all the cities were white and I traded the one away that was more than 9.5 tiles away from their nearest city. That would make sense. Wish I'd known that earlier...would have made it easier to trade away the cities I wanted to.

Don't forget you can Grant Independence to an entire island (of at least 2 cities). Then you get a vassal and the tiles only count for 50%

I tried this but it won't let me. I have two cities on the 'continent'. It is more of an island with about 20 tiles. An AI has a city on the same continent. Do I have to be the only one on the continent to create a colony ?

Or are there some other requirements ? I read a few posts on colonies, but there wasn't a lot of information other than '2 cities'.

Maybe I'm not doing it right ? I go into the F1 city screen, highlight one of the cities on the continent, and hit the button in the lower right. It only gives me an option to liberate the two enemy capitals.
