Interesting civ collection you have here, I wouldnt mind spitting out ideas for this.I would like to reform this mod collection, so now I'll only release communist civs (and other civs included in collab packs in which communist civs are represented). This means that the Romani civ idea is available for other modders to use.

Unlike the Constabulary it replaces it has a "Wakala" Specialist Slot that once filled doubles Spy Ineffectiveness and provides +2Culture, however it has a much higher Maitnence Cost
Mengistu's Ethiopia is another of my far projects, but it's nice to see how the community is interested in communist civs, and thanks for all your help and research. Maybe after releasing the first five civs I have planned I'll release Chile and Ethiopia, but first I have to release Galicia, which is almost finished since few months but my comrade ryanjames is very busy and we can't finish it. I'll start now coding the Vietnam mod, for which I want better art than mine and I have started to collect.
I'm not sure you would mind me asking but what are the designs for the other communist civs you have planned? Burkina Faso and Mongolia are some pretty interesting choices so I wouldn't mind seeing what you had planned for them.
-Leader: Ho Chi Minh.
-UA: Ho Chi Minh Trail: Jungle tiles work as if they were Roads. Melee and Gunpowder units have +15% Combat Strength when they are on a Jungle tile.
-UU: Viet Minh: If it's on a Jungle tile, it may move after attack. Replaces the Infantry.
-UB: Tunnels: Replaces the Airport. May transport a unit adjacent to the city to any tile in the city borders.

Also, perhaps include something about defense from planes? The Vietnam war had more bombs dropped than most others in earth's history, and the Ho Chi Minh trail was graveled primarily from debris the north tricked America into blowing off cliffsides. Something to represent this (and/or Vietnamese ingenuity in general) would be pretty cool.
